Position Title Case Manager I
Job Description Summary

Position Summary:
Position is responsible for managing the federally funded Workforce Innovation and Opportunity Act (WIOA) grant. Under the direction of the Workforce Development Program Manager, the Business Developer is responsible to evaluate labor data to identify high demand occupations. The incumbent; promotes and develops employment and on-the-job training.
Essential functions Roles & Responsibilities:
• Review contracts for training including scholarships and employee based training. Ensures accuracy and content and determines approval for funding.
• Post transactions to financial tracking spreadsheet.
• Interpret federal, state and local policies, rules and regulations governing Workforce Development and Business and Career Center, LAJET, and Youth operations and provide guidance to state and local staff members on adherence.
• Supervise local staff and state staff functionally as well as teams under direct supervision and perform human resource functions for all staff. This includes timesheets, evaluations, disciplinary action, leave requests and other duties.
• Counsels subordinates on difficult cases.
• Design and implement staff training of HiRE, and other processes and procedures.
• Present training when necessary.
• Operate as a member of the Business and Career Solutions Leadership Team to set policy and procedures for operation of the Center according to local and state regulations as well as WIOA requirements.
• Attend statewide meetings and other outreach in the community and communicate with training providers.
• Research and prepare reports on various programs to be submitted locally and to the state.
• Oversees work of job training counselors and reviews participant file to make sure needs are being met.
• Procures equipment and services needed to facilitate training.
• Participates in the negotiation of classroom training contracts, modifies contracts and revises budgets as necessary.
• Monitor contract’s budget, and reviews and approves invoices for payment.
• Develops methods and procedures for implementing programs.
• Researches and prepares necessary reports.
• Maintains contact with other agencies that can provide assistance to program participants.
• Publicizes the WIOA program through speaking engagements at local organizations and through
in house presentations.
• Ensures appropriate staff coverage for all work activities and functions of
the American Job Center. Oversees daily work activities of staff and ensure staff are fulfilling all
required work activities.
• Provide continuous knowledge to staff on up to date information on available services and products of the American Job Center.
• Predictable and Reliable Attendance is required in order to provide consistency and continuity of educational services

Qualifications Desired

Knowledge, Skills, and Abilities:
Personal computer literacy required, including effective use of the Internet. A high proficiency in Microsoft Office (Word, Excel and Outlook) required with the ability to learn and efficiently utilize various case management software programs. Ability to meet and/or exceed set goals and objectives. Excellent interpersonal, time management, customer service, organizational skills and communication skills, both oral and written required. All applicants must be able to work occasional over-time and weekend hours.

Experience Required

Minimum Qualifications:
Case Manger I position requires a HIRE certification with a minimum of three years of related experience. Demonstrated knowledge of general laws and administrative policies governing workforce development programs; thorough knowledge of operational systems and management principles. Demonstrated ability to establish and maintain effective relationships. Bachelor’s degree is preferred.
